These guys at Edgar seem to have figured things out quite well in the Edmonton market or they are willing to take risks while others don't have such appetite.
There are a myriad of factors - availability and cost of capital (equity and debt), comfort on construction costs and rental revenue assumptions, ability to hit investment returns, and just an overall decision to take on risk.

Edmonton office leasing hit five-year high in 2023 as tenants returned

I’m actually glad CWB is going into Manulife instead of proceeding with a new stump in the ICE district.
No sense adding new office space to the market at this point. And hopefully now that prime ICE district lot gets something much taller

Agree.....I can't wait to see Manulife's new podium. Also, when the time and market is right the Ice districts (trophy) tower.

Photo looks like from the Marott. As for the power plants I feel its Keephills and Gen. Looking at the map of the area it would be about right.

That view from the top of Stantec is crazy. It's a shame a public observation platform was never built on the top floor - I bet it would have been a popular tourist destination. What is on the highest occupied floor, penthouse suite?
