There is a another layer of rules that influence height: density. I am going to ahead ahead and explain density because till last night, I had no idea what it was - so feel free to correct me if I am wrong.
Density defined as your net area of your building divided by the land area. The maximum density in Montreal is 12 (edit: Not sure if max. is 12 actually.)
Basically, if you a land size of 20 000 sq. ft, and a density of 3. Then, the total sq. footage of your building = 20 000 sq. ft x 3 = 60 000 sq. ft.
So, if you have perfectly square office building @ 10 000 sq. ft per floor. Then you can only have 6 floors maximum - even if the height restriction puts it at around 20 floors. So, to get more height - you reduce the square foot per floor to 5000sq. ft - then you are allowed 12 floors and so forth...
Of course, on top of this, there are other by laws. How much your buildings have to offset from the street, what ratio of your land needs to be green etc.
