That is just not the case, you're letting your emotions go wild with this one. The Port Authority simply didn't think it was worth the cost. The facts tell them they can get more return per square foot with an office floor than a restaurant, so the choice is obvious. And even if (god forbid) the tower were to be targeted, lives would be lost on said floor no matter what. No agency as large as the Port would make a decision based on the assumption of "perhaps maybe possibly" fewer people would "possibly" be at risk. Money runs the world and the tower is business.
However, directly to the contrary of their "low-profit" claims, it
is worth nothing that:
"In 2000, its final full year of operation, it reported revenues of US$37 million, making it the highest-grossing restaurant in the United States."

Would be interesting to see how that compares to an office floor's revenue for the Port. A lot of interesting points for discussion about the restaurant on both sides. While we probably wont ever see a "Windows" in 1WTC, it would be interesting to see how adding a restaurant to one of the other towers would characterize them.
