I suppose they can easily block it off to vehicular traffic for special events to occur there, like a food truck festival or night market. Guess we can do these any time of the year without the fear of snow and rain!
I think this area can be successful: If Granville Island can, I don't see why this place can't. As long as three is enough retail going around, people will come. I just hope CoV will maintain the premises well in years to come: lots of walls for graffiti and corners for outdoor urinals and drug use. I'm hopeful as large projects can also pool enough resources for better security to ensure the area is clean and free of yahoos.
