I strongly disagree. There is no other interchange on the Perimeter and to my knowledge anywhere in Manitoba that has merging traffic go through a hairpin turn almost immediately before dropping them into a 100 km/h through lane of traffic at the top of the bridge so there isn't even a ditch or field to bail into in case of an error. And by chance if there is anything even remotely close to that dangerous elsewhere in Manitoba there is no chance that it has the same volume of traffic. The southbound side is almost as bad with the exit lane from the 100 km/h being on the blind side of grade separation. In most cases the exit it actually an added lane at the top of the grade separation which greatly improves visibility to traffic before they are at that point. There was one time not that long ago there was an accident on that very part and police needed to intentionally stage some of their vehicles further back to protect the accident scene.
What is super frustrating about that intersection is the land around it is currently undeveloped agricultural and similar uses. It would be trivial to move the two interaction points further south and have a stretch of added lane to support merge and exit actions in a much safer manner.
