i think it's because those are incredibly poorly designed retail spaces that they are charging above market for; i'm sure there are plenty of businesses that want to move in but can't afford it, and the businesses that can afford it want somewhere better. this is all intentional to ensure that "low end" businesses don't drive down the rents of the apartments. honestly it seems like collusion to me that needs some kind of market correction because i think it's intentionally keeping minority businesses out of midtown.
the reverse is true at a place like avalon in forsyth county, which has had no problem attracting a lot of high-end retail stores, but is overcharging for their apartments to ensure that "the wrong crowd" doesn't become a presence at avalon, thus, the apartments are all empty. the irony is that people that work at avalon can't even afford to live there, yet the apartments are all empty. ultimately to me, this sort of retail/residential collusion seems like a market failure and i don't know why it's never been addressed.
