Norilsk, to be fair to it, is nothing more than a factory town where Russians go for a few years to get rich and then return to their hometowns. It's also a closed city where visitors are heavily restricted. It's kind of like Fort MacMurray, except in their case they don't have to restrict the visitors; no one bothers in the first place.

It was a product of its time. Those colours were very popular in the early 90's. They are very common in Pomo shit from that era. Look up Eau Claire mall in Calgary and you'll see the same thing.

The other side faces the lake. I don't know what the interior layout is like, but the units may all have waterfront views. Here's the other side (seems to be a screen grab from https://www.youtube.com/watch?v=IBFOPqkZy7k)... it's not going to win awards but the windows were saved for the southward sides:



That high school in Calgary looks kind of neat. Perhaps the colour choices could have been better but it's definitely different, which we don't see with most schools.
