Sometimes on larger pours, these lines are added to circulate water after the pour. The chemical reaction of the concrete curing results in heat. This heat can weaken the concrete and result in cracking. Cooling the reaction artificially is the only option on huge pours like this.
The Hoover dam comes to mind as a project with such a large pour that it would have never been possible without the aid of additional cooling.
