HWY 15 features prominently in many of the most dangerous rail crossings and Gunn Rd and the Perimeter has seen more fatalities than any other intersection on the Perimeter in the same time span.
With Gunn Road, I didn't want to mention anything. Because I am not exactly sure if they will expand CPT or is Gunn Road would continue to be used. For Gunn Road, they should use a trumpet interchange if they were to do it like right now. But maybe CPT could be a double trumpet, an interchange that exists (https://www.google.ca/url?sa=i&url=https...CBEQjRxqFwoTCIjNs_LvoP8CFQAAAAAdAAAAABAE), due to the lack of Space between the Perimeter and the Dike, but there is some open space facing West

Wish we had a bit more of a national strategy for highways. 1, 16, 75, and 100 would all certainly be routes that should be under a national highway administration, sorta like interstates.

I mention this because of how slow the progress is on on every route to a) keep it maintained, and b) bring it up to some semblance of a driveable standard for what motorists would expect on a major highway.

The US has nearly 80,000 kms of interstate and we don't have any uniform standard for our most important national highway system.

Could be completely meaningless in that it's beyond the next election. Interesting that they're planning on twinning 15. That should help a lot with the safety of the road.

Also interesting to see that twinning 59 and 52 to Steinbach is on the radar. Note that they don't give a budget estimate, probably means that's totally unlikely...

^ I think those Steinbach area twinning projects are inevitable given growing traffic volumes in that area. I don't go down there often but it seems to me that at a minimum, 59 should be twinned down to Niverville.

No budget is given because they haven't done the Functional Design yet.

I think I would say they're certainly needed. During peak hours that corridor serves as an important alternative to 12 and 1 and also is the preferred route for many on the west side of Steinbach, Mitchell, and obviously the folks up in Niverville to reach Winnipeg. If they're twinning, they should add a couple simple diamonds on 59 at a couple of key locations including 311. Expect that not to happen, but should happen. That said, transcanada to 12 could use a little love too. The road is fine for no crossing traffic, but there have been a bevy of accidents there lately. It's dangerous.

Based on how things are done around here, I would not expect new interchanges along 59S anytime soon... the twinning is probably as far as it will get anytime soon. That will be a big enough project on its own by Manitoba standards.

The Gunn/CPT design needs to plan for a full interchange as it will eventually be where the 4+ lane HWY 15 meets the 6 lane Perimeter.

In terms of location it would likely use the empty field that is south of the current intersection. The Perimeter side is likely to be the "over" route. South flows aren't space constrained for ramps. West to north and north to east are fairly easy at grade additions, perhaps with dedicated floodway bridges. For north to west the flow likely goes past the interchange and has a flyover of the Perimeter when back at grade. East to north likely does a fly of CPT/Gunn before the bridge landing on the left of the north to west ramp and then sharing the flyover bridge of the Perimeter before meeting the Perimeter at grade.

Yes the site logistics are a little challenging but it is definitely workable.

So does a twinned PTH 15 mean that the Oakbank connector is parked for the foreseeable future?

The early 90s study for twinning HWY 15 had come back, at the time, twinning in place was going to be more expensive than a green field construction of a new road about 1 mile south of Oakbank. Yes it would be four net new lanes but with a lower land acquisition cost and likely lower cost of the interchange with the Perimeter at Gunn Rd instead of the current HWY 15 location.

Considering how blue Springfield normally votes I am not sure how high a priority this would be under a possible NDP government.

If that Oakbank connector ever happens it'll be 2 lanes much like how St Mary's serves St Adolphe and Niverville. But as mentioned above it looks like the province is moving to twinning hwy 15 instead.

The ROW for this connector is mentioned in the RM of Springfield's zoning documents for Oakbank so it should be protected from looking like Hwy 15 where there's a bunch of houses directly accessing it whenever it actually gets built.

Manitoba Highways that should become freeways in the future

We know that the perimeter Hwy in Winnipeg is becoming a freeway in the future. But here's other highways in Manitoba that should become full freeways:

Hwy 75: USA Boundary to Perimeter Hwy (including St Norbert bypass, and a bypass going West of Morris should be built)
Hwy 1 West of Winnipeg: Saskatchewan border to St Francois Xavier (supposedly future 190 Western terminus with Hwy 26).
Hwy 1 East of Winnipeg: Perimeter Hwy to Ontario Border
Hwy 190: Brookside Blvd to Future Western Terminus (supposedly at 26 and 1)
Hwy 110: Entire length (an extension west to Kemnay with 1 and 1a should be included, along with a Slight north western extension to Hwy 10 near Forrest).
Hwy 12: Hwy 1 interchange to Steinbach
Hwy 59 North: North Perimeter to Victoria Beach
Hwy 59 South: South Perimeter to Hwy 52 (mimimum).
Hwy 52: Hwy 59 to Steinbach

How could this be done:
If this ever happened, it would never happen overnight. The province could start with taking out lots of at grade intersections and provide service roads to private entrances. On major highways, we don't really need at grade intersections at every mile. We should have intersections at every 2 to 4 miles, with an exception of Provincial Highways and Provincial Roads. In the future, those intersections could have an interchange built when the costs justify it. It would almost be like I-29 in USA, where exits are spaced out to every 2 to 4 miles.

Instead of a westward extension, a fully grade-separated TCH may do the job.

Clusterfuck highway project at Deacons Corner on #1 had traffic backed up kilometres yesterday heading west on the TCH, nothing like half assed roadwork that’s gets dragged out for 5-6 months….
