The City has some sort of points system (making sure proposal meets all minimum requirements, potential ROI to the city, and other things) that they go by. I remember seeing a copy of it but can't seem to find it anymore. Since this is the 3rd NAC project to be selected, I figure they have somehow figured out a way to get awarded the most points without necessarily being the best proposal (perhaps in terms of density, height, etc). It's probably the selection process that needs to be revamped before the "recommendation" makes its way to the City Council.
