The furthest that Vancouver can be seen from must be from top of Mt. Baker (110km away). One needs climbing gear to get up there, so I have never been there myself, but I would imagine that you can see the city rather easily from there, even with bare eyes.
I would also imagine that you can see Vancouver from top of some mountains on Vancouver Island, however you would need a powerful telephoto lens for that.
