This city location near the arctic circle is unsuitable for human comfortable existence. I predict more and more people will be moving to more south local like Krasnodar region and such.

Someone is leaving, and someone is coming from the area and other small cities.
The population of the city is growing. But of course the population of Krasnodar is growing faster.
