This is exactly it, while areas around center City and some other areas are flat, the edges of the city especially northwest and west Philly are very hilly or protected.
I also want to add that several corporations have moved into the city or the area, namely chubb and there new tower. I don't think center City will ever be a true office hub but that's fine
Downtown la was an office hub and outside of 9 to 5 jobs it was DEAD
Center City has a lot of variation in purposes and I think that makes it more flexible and unique
