What is that walkway-type structure in the first two Symphony shots? I am assuming not a walkway given the lack of railings and other safety measures.

it would be my guess that's it's just now being constructed; that there is no public access to it as a closed work site; and that any tradespeople would still be wearing tie down harnesses and straps or taking other safety measures (such as working off a lift platform and not on the structure) until railings and other short and long-term safety measures are in place.
