How is a project that started 5 months ago 9 months behind schedule?

Shouldn't the funding agreement with CN have been all hammered out before the shovels even hit the ground?

Maybe it's the completion date is 9 months late now? But yeah, kind of hard to be 9 months behind when you've only been working a few months! Maybe there's some stuff going on with procuring rail materials. I know that can take literally years to happen. From what I've heard the grade for rail shoofly is nearing completion. Can anyone confirm that? Haven't been down that way for a while.

And you would think before any work started there would be an agreement in place right? Ridiculous. I've heard a deal could be coming soon. But they'll probably end up at arbitration in the end.

Probably got that name when Van Horne was describing to his foremen how to build a temporary curved detour around a wreck, and the laborers looked at him and thought his swinging motions we due to him shooing flies away.

Given the way how CN is currently being run, I'm not surprised.

Yes, sorry. Shoofly is temporary detour, usually curved. Curves are bad, mmmk.

CN made over 2 billion in profit alone last year. If you keep your nose clean and follow the rules, it's really not that bad of a company. They specifically go out and look for people breaking rules and proceed to fire them (or try).

Found interesting reading the latest City report on this project, that there were no responses on the tender to build the rail portion of the shoofly rail detour and they had to approach Cando Contracting to build it.

This is the second time that the city had to do a direct deal with Cando (the other being the track relocation work in the Ft. Rouge Yards for the Rapid Transit Tunnel), I wonder why none of the other rail contractors want to work on city projects.

If you were awarded a contract on a job, would you want to purchase your material, bring your heavy equipment to the job site and have all sitting there waiting while the City and CN decided on an agreement?

Take a look at all the materials sitting in the vacant lot west of Plessis. Bummer, you say.

One of the big problems was finding material (that is not garbage, contractor left overs) to use.

But yeah, scheduling that one is a toughy. One thing to note is rail contractors are quite busy these days. So instead of sitting around waiting for the city, most contractors have other work to do.

I know where there is over a mile of disfunctional rail that has never been used and probably never will. If someone is looking, it sits just east of the floodway on Hwy 15 (Dugald Rd) and goes to Manitoba Hydro Riel Station.

^ Lol yeah, I'm quite familiar with that one. Brand spanking new. There's still plans to use it, who knows when that will happen though.

From what I remember, that spur line was used to haul in heavy equipment to the Riel Substation, ones that were too heavy to bring in on trucks. There are temporary tracks that can be placed on Hwy 15 when they need to bring things in and out of the site.

But it was never used. Someone f*ed up, have never really gotten the full unbiased story. In the end they were hauled in by truck.

Likewise, all the story I have heard is there was a clearance problem after the transformers were ready to ship, but nobody is saying if the problem was at the manufacturer in Fort Gary,or if CN did something on one of the bridge crossings.

Its also interesting the gap on Hwy 15 is because Manitoba Hydro would be required by MB Highways to install railway crossing signals and pay all the yearly fees and maintenance costs. If they just connect the crossing as required they can get away with paying the crossing fee when required and use flag persons when the crossing is used.

More progress - another tender for the construction of the underpass has been placed on the city purchasing web page.
