On clear days you can clearly see Mount Baker from downtown Vancouver. Thus, by default, you can see downtown Vancouver from Mount Baker. You might just have to hike to certain areas of the mountain that are not road accessible. The distance is around 112km.
Also, going NW across the water...you can draw an uninterupted line from DT vancouver to some town called Bowser on the island....it is likely the curvature of the earth isn't enough at that distance to prevent you from seeing DT vancouver from that direction (or maybe up on a hill/mountain in that direction). The distance would be at minimum 115km.
