The date on the corner stone is 1990, but it was completed in 1989. I think the NDP and Liberals had some sort of coalition thing going just before Rae took over but I'm too young to remember.
The view from some angles is kinda of odd but the Water Street side is very good I think. It's very bold and recognizable. You can barely see it from Cumberland anyway.

Windsor is to the left in this picture from about 12 km to the east.
In the next one from the southwest Windsor is pretty much everything to the right of the Renaissance Center, plus over half a dozen other buildings between there and the Ambassador Bridge.
