Yes and no.
Yes, there are numerous sites with buildings you cannot remove or modify BUT AFAIK all properties were given the same minimum density rights which could be sold or transferred to other properties. Those tall-thin new towers are typically using density rights transferred from dozens of other properties (largely heritage properties) transferred to a single location where they build the building.
So, they were effectively given the value of the maximum density despite not being able to build to it.
