I was down there today and saw the site from the side near 7 WTC. They are definitly working down there, though I understand peoples frustrations because it is taking awhile for there to be notable progress. People will be happy when they see steel rising.

Well, whenever something good occurs at Ground Zero, it is marked as a milestone, given the fact that this is is a major construction project.

Trust me, it's not 2 WTC. Not yet anyway. That more than likely is something else.

Towers 2 3 & 4 won't atart until sometime next year. And BTW, the "bathtub"
si still being put in. No taller towers can be built on that side until the tub is finished.

Silverstein is not going to give the green light until it is safe to do so.

I'm wondering if it's possible for a scenario to exist in which the builders of the Freedom Tower in New York state all of the building specifics publicly (specifically height), yet plan to build considerably higher than the plans indicate. Is it possible for them to keep the actual height secret from the public (along with possible competitors in other cities, i.e., Burj Dubai)? Or does our system of public approval processes etc eliminate this possibility?

Second part to this question: Apparently cities in the U.S. are not permitted to build structures taller than 2,000 feet, per FAA regulations. How flexible is this rule? How legally bound are American builders to this rule?

In regards to the FAA height, random quote relating to Phoenix:

The FAA, which works with the airlines to set the procedures, cannot control whether a high-rise is built, but it will make a ruling on whether the building poses a potential hazard.

Such was the situation several years ago when a plan to build the Arizona Cardinals football stadium in Tempe was scuttled because of its height and proximity to the airport.

In most cases, when the FAA rules that a proposed structure poses a risk, cities don't build it. But if a city opts to move forward, the FAA moves in and changes the flight procedures.

"We have to do what is right for the traveling public," said Donn Walker, the FAA's regional spokesman.

no. there is so much scrutiny between city agencies including i believe a fire and police consultant that there really cant be that level of secrecy on height and size. very unlike dubai who can keep the height of a building hidden until its built. so 1368 and 1776 are the heights for the freedom tower. it wont surprisingly be taller. the only thing that can be kept secret in nyc towers is the look of it. renders do not have to be shown to the public. reference for that is gehry's beekman tower. long under construction and no one has a clue what it looks like

That one will open by the end of the year. The new temporary one is on Church, just south of where the last one was.
