God I love it when I read news like that! Awesome if it's true!
The 730-foot figure is mentioned at least twice in the press release, including once in a quote of Mayor Nutter:

I wouldn't be surprised if they held that number back just to enhance the PR impact of releasing it today.

Plus I imagine since both numbers came through Brandywine, that they would be using the same measuring point for both the previous 650/690-foot and the current 730-foot number. Doesn't seem likely that they would change it at the last minute just to goose up the height number.
If that is the case (and I don't doubt that it is), wouldn't the effect of this building on the skyline essentially be that of a ~770' building since street level is elevated at that location?
Aren't Walnut Street and ground level the same in this case? There aren't any entrances or building facade below that level:

They're probably going to put the services entrance on the lower level (I'm pretty sure they did the same thing with Evo--that's what it's there for)--but generally height is measured from the front door, in this case, on the upper level, to the top of the highest architectural point on the structure.
Okay, here's what I say, make it 50 STORIES (with a 300 ft sphere, once and for all!) And it should be approximately 1000 ft.
Seriously, like I said before. Be thankful that we are getting a beautifully designed skyscraper from a major team player in the city. FMC. period.

I know that I'm fantasizing now, but since this is a mixed-use building, they should of consider adding a hotel component and push the height up even further.
I love surprises! This building is a HUGE milestone for the future. I won't be surprised if more towers that size get built in that area. (Like 1 Lib place, when it was first built. It only takes 1 to start a trend.)
