I had a project be appealed by a guy who wanted speed bumps on his street. The project wasn’t even on his street. He just wanted speed bumps. One person is all it took to appeal. Delayed the project by six months because it was over the summer break and the election. Killed the project.
Another issue is the appeals committee is a random group of councilors. This project has engaged the local councilor from the start. The councilors voting have no background on the project. No understanding of the local context.

My understanding of the appeal committee is the make up is suppose to be of councilors that don't have any vested interest in the hearing. They should have the interest of city at stake and not what a local community influence group thinks should happen.
Of course the appeals don't always work as the appeal process was envisioned as there may be development adverse councilors from a different community on the hearing board.
