Phoenix is readying a redevelopment request for a downtown parcel to incorporate the Central Station transit depot — again.

In 2013, the city chose a developer to create a high-rise apartment complex on the 2.6-acre site, bounded by First Avenue to the west, Central Avenue to the east, Polk Street to the north and Van Buren Street to the south.

During the planning process, developer Bill Smith of Chicago-based Smithfield Properties died. His family opted not to continue the process and sent the city back to the drawing board.

“Downtown is a far different place than it was in 2013,” said Chris Mackay, Phoenix's community and economic development director. “At the time, there was no high-rise residential, so the city had a bent focus on residential. Now, the concept is to issue this as a true mixed-use site.”

Transit must be the development's first priority, meaning it must be functional for those riding Valley Metro buses and light rail. Mackay said ground-floor commercial — such as a grocery store, café and retail space — would be welcomed. Seating areas, shade and drinking fountains for passengers waiting for a bus or train would also enhance the site.

“We want to create a space that draws people in,” Mackay said.

The city will benefit from a long-term revenue stream from the property's lease, and the city is aiming to create as much density near the light-rail stations as possible, Mackay said.

“It creates more of an 18-hour economy here,” she said.

Mackay pointed out there is a very low vacancy rate for office space downtown, so office space, residential uses, hotels and other uses would be welcome proposals.

The parcel's zoning designation allows for nearly any use, Mackay said, minus industrial or manufacturing uses.

The site is directly south of Civic Space Park, which is not included in the request and will remain a park regardless of what is built as an outcome of the RFP.

“We want to create a sense of place with the development,” Mackay said. “It can’t be a development that’s just a box. The new developments are redefining what downtown looks like, what our skyline looks like – and the same-old, same-old development won’t succeed on this corner.”

The city has a plan for what will happen with light rail and bus service during construction, but Mackay said generally these projects happen in phases, which could diminish some effects on transit service.

The project has garnered national and international interest, Mackay said.

Tentative plans are for the City Council to release the RFP on June 25. The proposals are expected to be due in August. Mackay said once the proposals go through the review process, a developer is selected and negotiations are complete, construction could begin on the parcel in late 2020.

Unfortunately the list lake festival is dead I heated it was a good time I’m not into this kind of stuff but apparently they could t sell tickets because of a lackluster lineup

No start date, but completion date of Fall 2019. I would bet this starts by mid-July. Interesting to see the article state 2500 units have come online and yet, total occupancy has increased 1%. More high-rise residential please!

A representative from Akara said the Phoenix location is one of several Kenect developments in progress throughout the country.

From 2011 through the first quarter of 2018, downtown Phoenix has seen almost 2,500 new residential units come on line, Brophy said. Despite more units being delivered, occupancy has increased nearly 1 percent, to just over 95 percent in the area.

Rents continue to increase in the area, with one-bedroom units averaging $1,385 in rent and two-bedroom units averaging $1,886, Brophy said.

So, the library is back open and I am back to my old routine of looking out the windows of the 5th floor. Even though you really can't see any real changes in the library aside from new carpet. But the views out of the North and South windows have changed quite a bit in 1 year! Thought I'd share. :-)


Tried to grab a panoramic, but the slats always ruin that.



Non-panoramic shot. Stewart and Link are going to look great from this angle. Can't wait to see some action at AZ Ceneter! I would still rather have some height at Block 23 from this view though.

Great photos! One thing I dont like however is the color scheme of all the new developments. Just greys and whites very neutral. Id love to see some color on these apartments and use of paneling like the Union Tempe for example. Either way Im just glad so much gentrification is happening.

^I've noticed that grey-and-white is the new beige. It's better than beige, but too much of anything is monotonous. I'd love to see someone bold enough to paint buildings blue, purple, pink, or anything else.

What was the name of the tower they were going to build off of Roosevelt? I thought it was Creative House or something along those lines. Looked like it had an amazing color scheme and murals planned. I hope it’s not dead.

It is Creative House designed by Davis Experience. I'm not sure that will ever get built. It's around 300' and I think that will be a fight with the RAA. I also don't think I have seen any permits or site reviews on it?

A fun little behind the scenes video created by UEB talking about Stewart and the Link. At the end of the video, the narrator states "and they also hinted at more crane towers changing Downtown Phoenix's skyline in the near future".

I made a public records request a while back for information on a design review appeal on the Residences at Collier Center proposal. Pretty simple process by the way, and I may do it more often for information on proposals. Nothing that interesting from the design review aspect--they are just tweaking the locations of the existing driveways to accommodate the design of the proposed tower. But thought I'd share the renderings.

Project rundown. Nothing new that I saw other than that 'The Willa' has apparently changed its name to 'Circa Central Avenue.' Maybe 'The ______' names are falling out of style.

I'm kinda "meh" about it too. I see this white/grey fad has now moved to high-rises. Even though it's better than beige/brown, there are plenty of other colors that could be selected. Phoenix needs to start straying from the norm IMO.
