Well, there's 2 levels of broadcast equipment and 3 levels that are due to be packed with tourists. Take those away, and there isn't much more "dead space" than there is on top of 2WTC. Actually, it's not all that different than the top of the Sears Tower either.
Green=Office
Red=tourist
blue=broadcast
gray=mechanical
EDIT, made one mistake. the second band from the bottom in Tower 2 should include the floor directly above it, for a total of 4 floors, 2 in the podium and 2 in the tower.
The Sears Tower, since it uses a river water water-chilled cooling plant (like the original WTC), needs a lot less space dedicated to cooling in the building compared to the amount of floor space in the building. The new WTC buildings are all self-contained and house all their cooling systems in the towers.
