Speaking of the "Roof"... Since when is a parapet considered a roof? Why is the height as measured to the top of a glass parapet, counted as the roof.

You can walk around and look at the sky above" roof. Yet they call the higher height the "roof height" in official talk.
CTBUH has 3 categories for height and "Roof" is not one of them.
1) Height to Architectural Top - Includes Spires and parapets
2) Highest Occupied Floor - Public access space
3) Height to Tip - Includes antenna, flag poles and stuff
