Wayne Long did an interview recently,

Funding from all 3 levels of government has now been secured for repairing the sea wall and raising the site! Wayne also said the project will also include a makeover of Loyalist Plaza, a new boardwalk, and a completely different look of the face of Market Square. (The Harbour Passage will also be extended). Announcement is coming within the next two weeks and he said work will begin this coming spring.
After all this beginning preparation work has finished, then EMG
(the developers of the new proposed mixed-use residential and commercial development for the former Coast Guard site) can begin work. The developer's initial plans
(that were mentioned back in 2019), were that it could include residential units, retail and commercial space, a hotel, arts and culture space, public access to the waterfront, and green space. I would assume these ideas are still in the plans, but we will have to wait and see when they officially announce their plans.
Also in the linked interview, Wayne says there are other projects that he hopes to announce within the next 6 months to a year.
Overall, things are finally happening with this development! I'm looking forward to it starting this spring!
