Sadly its looking like the tender delays will result in most of this spring and summer being wasted without any work being completed. Prime construction season gone and they will start in the cold rain and snow of fall-winter.

Where does it say that shovels should have been in the ground already (other than peoples' hopes and dreams)? I've glanced back through this thread and only see "construction moved up to 2021 from 2030", "mayor wants it started earlier but planning says it's already on an accelerated timeline", and "construction slated to start fall 2021".

I guess this year most of the prep work will be done. It takes a lot of time and effort to relocate water lines, sewers, cables, etc under the road. Also a temporary crossing is being built so Adelaide isn't totally closed during construction. All that takes time.

You also need to factor in the rail line's perspective. This isn't a typical road construction project and you need to work with CP. Again, a rail bypass needs to be built so the current tracks can be dug up for the overpass work.

After 4 months of inactivity they have finally demolished the two houses immediately north of the Frank and Gus lot.

Demolition of the warehouse building just north of the former liquidation store underway now. Not clear if all of it will be removed or just a portion. Also not clear if the old store itself is going to be taken down.

Well the shoe got dropped today on London taxpayers with the bombshell news that the cost of this underpass has ballooned by over $29M.



CTV news tonite broke the story on the massive cost increase and impact it will have on other infrastructure projects like Highbury Ave resurfacing by delaying them by years in order to free up the money to cover the underpass cost increase.

City says its critical to continue.


Shame they didn't get it tendered in time to start in Spring 2021 when originally planned. Delays on tendering until late 2021 pushed this back by a year and into much higher cost.

Finally good news. Signage is up for a April 18th construction start date. Jaar trucks on site today looking over the east side for the temporary bypass lanes of Adelaide St. Would imagine it will take at least a month or more to build the bypass lanes and new lights at Central Ave and new rail crossing gates.

The city announcement for this is the reconstruction of Central from Adelaide to William before starting work on Adelaide. Although they could start working on the bypass lanes at the same time without posting it since that doesn't involve any work to the existing roadway until closer to when they plan to open the bypass.

Heavy equipment now onsite. Construction trailer on the SE corner of Central and Adelaide. Have started stripping the topsoil in McMahen Park for bypass lanes. Piling machine is also on site now. Imagine they will be sinking pilings to protect the rail bed for the bypass lanes.

It's exciting to see this project finally starting to take shape.

I had a quick look through the slides from the update meeting last week, and here are the estimated construction timelines for this year:
  • April to July - Building the detour road (traffic to switch over to the detour road in July/August)
  • April to late July - Building the groundwater cut-off wall underground
  • July to summer 2023 - Building the pumping station
  • April to July - Replacing the underground infrastructure on Central Ave, west of Adelaide
  • July/August to November - Replacing the underground infrastructure on Central Ave, east of Adelaide

In 2023/2024:
  • Continued construction of underpass and pumping station
  • Intersection lowering and connection
  • Complete the intersections and retaining walls

In 2025:
  • Carry-over work
  • Landscaping
  • Site clean-up

They have brought in another pile drilling machine and additional equipment. But it appears the construction trades strike has prevented any progress.

Adelaide St will be closed for about nine days at Central Ave starting on July 9th. The closure will be required so that crews can connect new underground infrastructure through the intersection at Central Avenue. The closure will not impact pedestrians.

Official detour will be Oxford, Highbury, and Dundas.

They have now started prepping for the east side bypass roadway with stakes where the concrete curbing will be and a base coat of crushed stone for the pavement. The caisson pile drilling machines are now moved to the southwest side where the pump house will be built. Central Ave is still dirt so alot of work left to get the temporary roadway built before winter.

Concrete curbs are now poured for the temporary bypass lanes on the east side of Adelaide. Grading has also started which likely means pavement soon. Couldn't see if they have built the base for the temporary rail crossing gates as of yet. Likely a different contractor gets that job and the actual rail line crossing work. The traffic shift is getting closer.
