I would bet that Costco has a fairly reliable prediction of when different items are going to sell through. They are then likely planning to intentionally run down the store's inventory as the close date nears to limit the amount of inventory that needs to be moved.

With the staff relocating it seems fairly obvious that they are going to need people to help clear out the product from the old store and get the new store fully staged for opening. I cannot see them getting that all done in an overnight shift. And without a plan to significantly increase staffing levels before the new store opens those hours need to be made up somewhere.

Part of the downtime for St James is likely to give the new location time to get through its initial opening without needing to compete with another new opening. It also gives time for the old location to be dark and let the public know of the changes. The other reason for the gap is to allow for hiring and training of new staff.
