They're using the drill to access the freight tunnels under the site. The building will be built above and around the substation that you see in the lower left hand corner of your first image.
Arquitectonica has very little to be proud of, at least the carbon-copy of a good tower can't be as poor as their original works.
That's far from accurate - their portfolio, like most large firms, is a mixed bag - however a decent amount of there stuff is quite good. I, for one, am thrilled they are doing a tower in Lakeshore East, and can't wait to see its unveiling this year (hopefully)

^ I don't believe so. The rumor going around has put it where the "arched" building was going to be in the SOM plan - centered between the Tides and the Shoreham. Alliance, it was supposed to be quite tall.
^ Oh yeah, that's right, my bad. I think I was just mixing them up since everyone always talks about all of the future towers at once so it all just gets mixed up in my head!
