Probably, but doesn't look like an overbuild! There's new permitting activity in recent months for 407 N. 20th (which is the address of the actual grain elevator building) – a use permit, plus an interior demo permit for non-load-bearing stuff. The permit only mentions 6 floors, but I think the overall structure is about 10 stories. EDIT: Yes, according to the application 126' 9".
