I think that for the past 10-15 years, Montreal has been getting more and more beautiful in every metrics (skyline, streetscapes, public realms, architecture, etc.). I see that transformation everywhere, at an accelerated pace. Projet Montréal is investing massive amounts in beautification, especially in the core; the construction boom is erasing the surface parking lots and re-building the urban fabric very fast, every public parks and squares have been or are being revamped beautifully, Ste-Catherine street will be completely redone in three years in a spectacular fashion, the Old Port will also be revamped, the Quartier des Spectacles is almost done with the Esplanade Clark, etc. The "beautification" of the city is tangible and impressive.
Right now, the city is a big mess of construction. Come back in 5 years
You're right though, its will never be Paris or New York and doesn't try to either. Montreal is pretty much its own thing. Good and bad.
