Here's how land use works... a mixed-use designation indicates that a mix of uses is allowed, but not required. Thus, in a mixed-use zoning district (like Midtown), you can do purely office, purely hotel, purely residential, etc. However, in an area zoned residential, you can only build residential. Make sense?
Calling out specific building uses like they did is really just bad planning. It gives the plan "speculative specificity." This is why most current plans are much more general and use transect zones or very general and broad mixed-use categories in areas where you can't control specific building uses.
