The 1/3rd mark was passed a long time ago, on floor 40. Also, 7WTC is designated as being 52 stories tall but this has always made no sense to me. It should be called 56 stories tall. The highest office floor is the 52nd floor and it's the last floor that the elevators travel to, but in the original Twin Towers, the 110th floor was the roof. I've been up top on 7WTC and after you get off the elevator on 52, you walk up a flight of stairs to a doorway with a plaque beside it that even SAYS "53" on it, and when you go through the door it's just a huge mechanical room covering 95% of the floor and there's a very narrow walkway around it, with no ceiling. And the mechanical floors themselves are three stories, with the REAL roof on top. So, adding the three mechanical floors on top of the highest office floor, it should be 53, 54, and 55, and then using the same logic applied to the Twin Towers, the roof should be 56.
So, yeah, the logic that goes into the desgination of floor numbers often makes no sense at the WTC. 7WTC is said to be 52 stories when it's really more like 56, and 1WTC is 105 stories when it really should be more like 95 or so!
