While I am not an industrial hygienist, probably leaving the rubble intact is less harmful right now then doing demolition and causing dust until the owner and Manitoba Environment agree if there is a harmful amount of asbestos residue in the rubble pile.
As the building owner has to pay the demolition cost out his insurance settlement he does not want to have to pay for a "wet" removal if it is not required.
But I do agree that Manitoba Environment should be sharing their sampling results with the owner to compare with his envinromental contractors testing to resolve this issue quickly for the area residents.
