I am temporarily living (not in Ottawa) right now in a building with a stacked parking system that has been operational for a few years so thought I would give my impressions. I wouldn't say it is a "nightmare" but it clearly a regular garage is preferable. If someone is ahead ahead of you with a bunch of stuff and kids you will need to wait for them to unload. Probably no worse than the time to drive to P5 but it does feel worse. I am in a building where most people don't drive to work but in this location you might get 3 or 4 people wanting to all leave at 8:15 and you might wait 10 minutes.
The system does go down and need maintenance maybe about as much as a regular elevator. On Sunday it was broken for an hour or two but this was right when I needed to go somewhere so instead I needed to take a taxi. If this happens at 6 pm Friday when you plan to drive to Montreal I would think it would be very frustrating.
Lastly it is expensive as it needs regular maintenance and there are a lot of expensive parts that need to be replaced.
