I believe only the office component is being developed at this time. However, I am assuming that they will work on the underground for the entire site and then possibly cap the two residential towers until they hit that sales figure.
With that being said, the towers have been reduced (as seems to be customary here in Toronto). They are no longer 70s, but rather 66s and 62s. Office component is 37s at around 173m, so it should add some nice height to the area.
