The rezoning was approved back in 2014, with a number of conditions to be met. One of those is a standard condition on rezonings that Council have to approve the final form of development to meet those conditions. The developers submitted a Development Permit, which was given the thumbs up by the Urban Development Panel in 2015. (They had previously supported the rezoning in 2013). There have been a series of reports to Council since then, to deal with outstanding matters, including closing the lane and leasing it to the developers in 2016 and earlier this year agreeing a payment in lieu to reduce the amount of parking required.
The approval of the Form of development allows the rezoning to be enacted, the Development Permit to be issued, and assuming all the other conditions have been met, the whole thing can move forward.
