I also think the Roosevelt Hotel is in the Upper Half of structures in Midtown (42nd to 59th) Madison Avenue.
There's a whole lot of crappy 1950s-present day structures in that stretch. The Roosevelt isn't the Lotte Palace, but it would be pretty fantastic with the most minor of touch-ups (a power-wash and a tasteful ground-floor retail overhaul - NOT removing all the masonry and installing floor-to-ceiling glass panels).
