This is a prestigious higher-education establishment anyway. It is kinda renowned up to Europe / my country too, so they want to look good to be up to the reputation, which is normal.
It's obviously a very precious thing to have good establishments like this to properly train effective engineers and researchers. It's worth the expense.

Well, it's called the Tianqiao and Chrissy Chen Neuroscience Research Building. Here in the US, when rich people donate money to a university/college, they get to put their name(s) on a building. This couple donated 115 million dollars to Caltech in December 2016 "in support of advancing Caltech research in the field of neuroscience."
I had to look up who these people are; Tianquiao Chen is a Chinese billionaire, and has his own Wikipedia article:
