It pretty much is 500 meters away from the nearest dwelling. It was meant to educate the public about the technology which was fairly new at the time. It was the first wind turbine installed in a major North American urban city centre.
Exactly 500m to drive to it from the nearest resident but about 450 as the crow flies. Also I doubt a wind turbine would create any noise loud enough to be heard over ambient city sounds so the distance in a urban setting isn't much of a concern.
