When they start micromanaging zones i tend to agree they don't work out in the end. The pedestrian street loses its organic feel and restrains it's evolution into something great.
On the other hand i understand what they are attempting to do and that's work with what is currently there; which isn't a whole lot in this low density, car-dependent area. It's the cart before the horse Winnipeg model.
I think turning the whole strip into a food truck alley would be the best use of the space until more businesses and higher density create that natural vibrancy and draw they are looking for.
