Maybe more education of highway drivers would help more than overpasses at every intersection.

Multi lane highways without grade separations are still quite often the norm in even in Ontario. Highway 417 just east of Sault Ste Marie has few grade separations. Highway 11 when it was first 4 lane by Huntsville was not fully separated. That was only done after people died in accidents, some of which were caused by very stupid decisions on the part of the driver. Regardless of the design of the highway, the driver is at error BUT when driving on a 4 lane highway there are certain expectations of the design of intersections and interchanges that most drivers have.
