The forming contractors didn't make a mistake. The contractors ordered concrete rated at 50 mpa and they got 35 mpa. They ended up with 12 columns that had to be redone.
I work in the industry selling forming accessories and get to talk to a lot of contractors and it's really quite interesting hearing all the stuff that goes on on a weekly basis.
Some fantastic pics here.

Another set of diagonal bracing bars are gone now. Seems to be going pretty fast.

I'm guessing that the super dense reinforcing is the start of the (rather complicated based on the drawings) crazy tensile elements that will run up the west side of the tower to resist the rotational moment (it wanting to tip over onto the bridge).

Or protection for the private wine cellars.

No, that's what all the concrete is for.

Here's an interesting aside: at the Eugenia (the Henriquez tower with the pin oak on top, beside English Bay) inside the bottom of the metaphorical screw, just above the main entrance, there is a wine cellar accessed from the suite/s above with a curving stair.

Bracing bars? I thought they were part of the plumbing system

Of the original 7 levels of bracing we're down to 3, so over halfway out of the pit. This one should be at grade by the end of summer. Hope it shoots up quickly, I'm very curious how the cladding on this one turns out, it has the ability to really be amazing.

Do the forces at play on the top set of bracing bars go down as they build up the foundation?

I was wondering that too. It would imply that the foundation wall would have to brace that force, once the bars are removed. Surely that can't be good for a foundation wall.

Interested to know if anybody has the actual answer.

I would expect a foundation wall to always provide some lateral support.
