The Chipman Hill garage reportedly settled for a large sum of money with the family of the poor troubled lad who jumped to his death there a few years back and the garage was promptly "caged in" at great cost too. But the cages are somewhat an unfortunate knee-jerk reaction and redundant since you can just go to the top floor of either garage and bypass the "cages" to jump in an even more spectacular fashion, if you so chose. On a lighter note, they're also very practical for keeping the roosting pigeons out (and defiling your car in the process).
The cages at Chipman Hill truly look horrible since they were installed purely as a functional reaction to a problem with no consideration to design. At Peel Plaza, however, the cages are much smaller and integrated into the design such that from any distance you don't really see them at all. Also, the overall design (once complete) is bold enough that you'll never see them unless you're really looking for them (or can't look past them if you're into nitpicking the design). They don't concern me in the least.
