Pretty much in Toronto with residential floor plate maximums and 2.95 metre slab heights. In New York is it a low residential floor area ratio maximum and a desire from billionaires to live in the clouds. In either city, large commercial anchor tenants prefer occupying fewer floors. In the UAE or Russia, for example, the residential (hotel) tower is usually indistinguishable from the office tower in twin tower developments.
