ok, but doesnt these areas in Siberia and Canada get WARMER in summer than some mountainous areas???
La Paz in Bolivia, for example, some areas in it NEVER GET warmer than 60ºF. Cold city eh? I think few places in Canada or Siberia never break the 60ºF.
But it also never gets as cold as cities in Canada, even in winter, because its kind near the equator.
