CM, do you mean why is Sydney Alpha+, and Melbourne Alpha-, whereas Canada has only Toronto As straight Alpha, and Montreal is Beta+?
(Yet Toronto seems so much more a global powerhouse than Melbourne, or even Sydney)?
I've wondered that myself. However, this is the rating list made up by Loughborough University in England, and while I'm sure it is very valid, no one said it is Biblical, or written in stone.
Other equally qualified think tanks might rate cities differently. For example, Seattle and Vancouver are both Beta, in the Loughborough list,
yet that seems a bit off to me, with Seattle so much more an economic centre than Vancouver, and with so much more culture and fine arts (esp music), too.
