I think you're now blurring the line between your "acceptable" and "unacceptable" examples. Yes, this falls within neoclassicism... only pretty heavy on the neo-. I woldn't date this any earlier than the 1990s from even a quick glance -- based on design alone, not wear of materials. It reminds me of Robert A.M. Stern a bit.
