A portion of "Mission Rock", which includes Sea Wall Lot 337, was included in the Mission Bay plan.
"Through that public-private planning effort, the City approved a plan and development agreement with Catellus in 1991.1 The mixed residential/commercial, low-to-mid-rise development program in the 1991 Mission Bay Plan included a 68 acre, integrated network of public open spaces. The Mission Bay open space program included 12 acres on SWL 337, extending north to the south shore of China Basin Channel. This public open space was named Mission Point Park, and was envisioned to take advantage of its shoreline setting, making the edge of China Basin, a previously inaccessible vantage point, a place where waves, tides and wildlife could be observed. During the planning process, there was a great deal of debate over how this park should be programmed. Due to its shoreline location, there was a strong constituency to create a new tidal wetlands, while other advocates demanded the creation of new play fields. Either way, the park would require a design that was compatible with keeping the eastern six acres of SWL 337 in industrial and maritime support use, so designated in the Mission Bay Plan to enable the Port to protect the potential for return of cargo terminal operations at Piers 48 and 50. Ultimately, Mission Point Park was approved for use as playfields."
