Astra Watch Timeline - April 25, 2021 Thru Today




COVID-19 hasn’t stalled what is set to become the tallest addition to Salt Lake City’s expanding skyline...

...The construction will bring what has been billed as the state’s tallest tower, adding hundreds of high-end luxury rental apartments in the Downtown core.

“HKS recently completed design development drawings and have begun work on the construction drawings,” said Steve Brown, a representative for Kensington’s Boston-based developers.

At approx. 448 feet, the Astra Tower would inject 380 units into the core of Downtown, across from the Gallivan Center. It is one of over a dozen new high-rise projects in various stages of the pipeline and or construction for Downtown.

Grand opening is scheduled for October 2022.

Jason Lee for the Deseret News...Salt Lake County officials, in conjunction with Atlanta-based real estate developer Portman Holdings...have broken ground on the latest addition to its downtown convention center campus.
Hyatt Regency Corp. will manage and operate as the new Hyatt Regency Salt Lake City. The new hotel will be located at the corner of 200 South and West Temple in downtown Salt Lake City, adjacent to the Salt Palace Convention Center.

Scheduled to open in October 2022, the $400-million project will be partially financed through the Commercial Property Assessed Clean Energy program, which allows for specialty financing to enable green energy design and implementation,
a news release stated. The 700-plus room hotel will be among the first “ground-up” developments to utilize the program in the Beehive State...

...“It gives us another layer of sophistication when it comes to attracting bigger and better shows to the state of Utah that helps the entire area. Utah’s going to take a better step in terms of prominence on the national stage because of a
facility like this,” he said. “People that hadn’t considered the state before are now going to say, ‘I need to look at Utah, I need to be in Utah for these conventions.’ That’s what kind of prominence this new center is going to give us.”

The 686,784-square-foot, 26-story hotel will include 700 guest rooms and 60,000 square feet of meeting space, as well as two separate restaurants on the first and sixth floors and a lobby bar. The sixth-floor restaurant will sit adjacent to
an outdoor area with a swimming pool, as well as a 7,500-square-foot outdoor terrace for events and other activities.

The project will be directly connected to the Salt Palace Convention Center to provide convenience for convention attendees, Baisiwala said...

...“This hotel is built directly into the convention center, which makes it exceptionally easy for the convention attendees to go in and out from their hotel rooms into the convention center,” he said. “Perhaps more importantly, it has a lot
of suites — big rooms where VIPs can be housed. And it also has a lot of meeting space which augments the number of meeting rooms of the Salt Palace.”

Salt Lake City has approved a way to pump $15 million into building a huge subterranean parking garage for Block 67, an upcoming ambitious residential and hotel project on the western edge of the city’s downtown.

The agreement, backed Tuesday by the City Council in its role overseeing the city’s Redevelopment Agency (RDA), clears a major hurdle for what is to be known as The West Quarter, a 6.45-acre development bounded by
100 South and 200 South from 200 West to 300 West.

Developers with Salt Lake City-based The Ritchie Group and Garn Development Co. in Layton plan to build more than 650 dwellings, two hotels, an office tower, retail shops, a tree-lined street cut through the block and an underground
parking garage with more than 1,200 stalls.


With its four towers and extensive amenities, to be built in two phases, The West Quarter project will push the center of the city’s urban core west, with more robust pedestrian connections between the existing downtown and The Gateway and
Vivint Smart Home Arena farther west.

“It really is a good project,” Councilman Charlie Luke said Tuesday. “It really is going to do a lot for the city and especially for that part of the city in terms of redevelopment."...

...Ryan Ritchie, a principal in The Ritchie Group, has said the underground parking garage is integral to the project’s overall financial success...The loan agreement sets up a legal mechanism for the city to give the developers the $15 million in
money for the parking garage, then lets the developers pay it back over time as their project generates additional tax money. Salt Lake City’s RDA will, in turn, pass those payments back to the county...

My wife did point out to me today as we drove around downtown that there are many work trucks from out of state license plats at the various projects. I thought that this was nice in that we are pulling workers from other states for our projects.

Similarly, the grade continues to change along 200 South block frontage and 200 West creating three different elevations that the mid‐street and the service alley will connect and reconcile. From that perspective the project needed to prioritize the grade elevations and their transition to maximize accessibility and street activation without making modifications to the existing streets.

300 West is a State road operated by the Utah Department of Transportation (UDOT) and is subject to UDOT regulations. The existing street elevation along 300 West (between the new mid‐block street and entrance to the hotel port cochere) varies between 4272.96 at the south end and 4276.30 at the north end. The hotel ground level elevation has been set at 4278 to maximize accessibility and engagement with the new mid‐block street. The grade changes and complex relationship between the existing and new mid‐block street required the design of the 300 West frontage to be reevaluated subsequently to the Planning Commission approval.
And it turns out SLC will have at least one rooftop dining and drinking experience soon! I still hope to see something higher and closer to Main Street eventually. This one seems to have a mostly northwestern-facing orientation too, so the views of downtown and the Wasatch won't be dominant.

The current design maintains a rooftop bar along 300 West that will contribute to street and skyline activation in accordance with the city design standards and approved design. The refined building massing creates a distinct rooftop element articulated with recessed glazing, expressed columns and a continuous architectural roofline. The roofline terminates at the northwest corner of the building with a long and dramatic cantilever that, along with the glass volume below, announces the entrance to the
development. The distinct roofline will be illuminated with continuous, linear fixtures to maintain its presence and distinct expression on the night skyline while the wood clad soffit will diffuse the lighting

In addition to the rooftop bar, that will activate the northwest corner and create a strong connection with the Vivint Smart Home Arena, the current design will provide street and skyline activation at the opposite southeast corner of the hotel. An outdoor pool deck, with views of the downtown skyline and mountains, will create additional active uses along the future extension of the mid‐block street. In addition to enhancing and connecting the second project phase, the pool deck will be visible and create a strong connection with 200 South.

Downtown Update, The Gateway District - The Cinq Project Enthusiastically Approved By Planning Commission

The stage is set in the Depot District for the CINQ, dbUrban and Dwell Design Studio’s seven-story, 203 unit market-rate project at 530 West 200 South.
...The Cinq will make a major statement on a key block in the Depot District, Salt Lake City’s Old Greektown. Its two buildings (plus the warehouse) will take up half the block
between 500 and 600 West, and incorporate the historically-registered 1929 Central Warehouse.

On the ground floor of the new buildings will be townhomes on 500 West, 2600 sf of retail on the corner of 500 West and 200 South, a leasing office and live-work units (3000 sf) on 200 South.
The developers expressed that “it was paramount to not only embrace the existing Central Warehouse building, but to highlight it through the rest of the project orientation and design.”
Indeed, the new buildings adjacent to the warehouse are set back from the sidewalk to amplify the presence of the historic structure.

Clearwater Homes of Utah and Watt Investment Partners of Santa Monica, CA, will start construction on a 138-unit market-rate apartment project at 360 West 200 South in the heart of Salt Lake City’s warehouse district.

The project aspires to be “iconic, remarkable, and aesthetically enduring” – “a source of pride for the local community” according to the local developer, Clearwater’s Micah Peters.

Peters has developed Paragon Station on the same block, and also is under construction with the Paperbox project with PEG Development just behind the Zephyr Lofts site...

...The name “pays homage to the depot district and the historic Zephyr engine/line that steamed into Salt Lake City on the Union Pacific rails,” Developer Micah Peters told Building Salt Lake.

Infilling surface parking lots between the historic Westgate Lofts on the east and the Dakota Lofts on the West, The Zephyr will rise eight stories to 85 ft. Sitting on D-4 zoning, the developers have entered the design review process in order
to exceed the zone’s nominal 75 ft height maximum.

The Zephyr’s 138 units will be a combination of 70 studio, 55 one-bedroom, and 13 two-bedroom apartments.

It’ll be parked at a 1:1 ratio (140 stalls), with the upper floor of the podium parking incorporating 3 car city parking stackers.

Street frontage will consist of gyms, a leasing office, and a small bar/restaurant space. Clearwater’s Peters says he’s in conversations with a local artisan operator that has several food + beverage businesses in the neighborhood. The retail
space offers 1800 sf and a 20-seat outdoor patio.

It will provide a public walkway from 200 South to the midblock right-of-way that skirts the Paperbox development.

The Zephyr Project's excavation can be seen in the photo below to the right. Salt Lake City and its greater MSA/CSA construction
are firing on all cylinders as its vacancy rate dips to under 2%. This, yet still historic construction levels cannot begin to keep up with ever-increasing demand.

Downtown Update - The Randi Apartments (formerly named the Birdie)

out at just under 85 feet, 15 feet under the minimum height requirement of 100 feet for corner parcels in the D-1 (Central Business District) zoning district. The project will replace a surface parking lot on 0.34 acres.

Planning staff determined that the intent of the zoning requirements was to ensure that corner buildings have prominence at the intersection. Staff argued that The Birdie would have prominence based on its planned ground floor
activation, large balconies and architectural relationship to the intersection’s two historic buildings, the Stratford Hotel (2nd and 2nd) building and First Methodist Episcopal Church.

“I feel like 2nd and 2nd is a really important corner,” said Jake Williams of CW Urban. “We really wanted to be inspired by the neighborhood. These buildings all have eclectic textures.”

Williams told the commission that CW Urban wanted The Randi to compliment the mix of historic and contemporary buildings in the area. To do this, the project will have dark-framed windows that are common on this stretch of
200 South. The ground floor will also be visually different from the upper levels with a lighter shade of concrete to create a greater emphasis on the street level features and different building materials.

Downtown Update - Alta Gateway II


New Salt Lake City apartment community under construction

Construction is currently underway on Alta Gateway II, a development by Wood Partners that will offer 288 apartment homes once completed. One, two, and three-bedroom floor plans will be available when construction is complete, expected in 2023.

According to Wood Partners, the units at Alta Gateway II will feature industrial accents, stainless steel appliances, washer and dryer sets, and full-tile bathtub surrounds. Amenities include a club room, a resort-style pool and lounge area, an outdoor fireplace, and an outdoor kitchen area.

...“As the area continues to grow and prosper, we are very much looking forward to adding Alta Gateway II as our second community in the area to provide top-quality living options for residents converging on this fantastic neighborhood.”

The construction is underway at West 100 South. Alta Gateway II will be a short walk from Vivint Arena as well.

Downtown Update - The Olive 120

Urban recently began construction on its next housing project: a six-story, 120-unit for-sale condo building (since changed to rental units) on Broadway, just north of Pioneer Park.

C.W. Urban recently broke ground on the building, named The Olive in the Centerville-based company’s now-familiar naming mechanism. The company continues rapidly building mid-density, multi-family buildings across Salt Lake City.

The Olive will complete the corridor of mixed-use buildings moving toward the historic Rio Grande Depot, an area that is likely to see a development boom in the coming years. The Olive will add more ground-floor retail to the northwest corner of Pioneer Park.

Construction on The Olive has already replaced the office space that once housed the digital agency Underbelly, which moved north of Pioneer Park. The D-3, Downtown warehouse zoning calls for either the adaptive reuse or replacement of warehouse space with mixed-use, multi-family spaces.

“Some notable features about the building are a podium level outdoor garden area, rooftop urban lounge, ground floor commercial, high-end designer finishes and a City Lyft Parking Solutions system,” said Abbie Wardle, the company’s senior marketing coordinator.

C.W. Urban is underway on 400 townhomes and podium-stye condos and apartments in neighborhoods across the region.

The Olive will now be a for-rent project Downtown, with studios through penthouse

Holy Trinity and the Prophet Elias Greek Orthodox Church in Holladay — both are religious homes to what the organization deems is thousands of Utah’s Greek Americans.

“This development will allow a new generation of Greek Utahns the opportunity to build a legacy with the same immense impact as their forefathers,” the Holy Trinity reported...

A large regional park akin to Liberty Park is envisioned. It could include playgrounds, kayaking, skating, skateboarding, a pool, a beach and grassy areas for festivals.

...Now the site hosts a demolition crew, making room for a spacious regional park (think Liberty Park, sizewise) along the Jordan River to be connected to Glendale Park, South River Park and the Glendale Golf Course.

Since last fall, the city has been working to create a park that aligns with Glendale’s identity. It allocated $3.2 million for the first phase (expected to be ready in fall 2024) and is exploring funding sources for future plans.

“There’s a lot of cultural change happening in Glendale right now and a lot of development and just change in general,” said Turner Bitton, chair of the Glendale Community Council. “I think that a project as big as the Glendale Regional Park can be a way to capture the culture, the identity, and really set a path for the future of Glendale.”

So what should the park contain? Two options have emerged.

One alternative is dubbed “The Great Outdoors,” highlighting the natural assets of the nearby Jordan River. It calls for a community garden, community plaza with concessions, nature playground, ice or roller skating ribbon, trails for biking and hiking, kayak rentals, a naturalistic water feature, riverside boardwalk and a water play feature...

Builders are turning a vacant building into 43 new residences under a new development for a block of Broadway that is primed to see rapid redevelopment in coming years.

Axis Architects submitted preliminary drawings for the new housing at 218 W. 300 S., just east of the Hotel Broadway in Salt Lake City, at the site of a former Henrie’s Cleaners.

New renderings show an apartment building that would become only the latest in a quick influx of residences into the capital city core, where thousands of people will live for the first time in decades as projects continue to be built and proposed in what will be a large-scale revitalization of Downtown.

The early drawings show space for primarily one-bedroom apartments, a handful of larger units and about 1,000 square feet for ground-floor retail in the building that could kick off a transformation of the 200-300 block of Broadway.

The developers say their project, with its added density of people and retail space, would add to the revitalization of Downtown that’s already teed up and underway.

“The livability of this area will be improved by providing additional housing units and commercial space, and removing the old defunct drycleaner,” the builders wrote in their application. “Our project will bring multiple housing choices, which aligns with the downtown plan.” ...

providing a significant number of “deeply affordable” units, promoting an active streetscape, establishing a public mid-block walkway, and preserving and activating the historic Cramer House on Floral Street...Instead of proposing a single
building of large scale, Brinshore’s architect, KTGY, has designed two structures. The south building will be eight floors containing 73 units and the north structure will rise to 13 stories with 117 units. 152 of the 190 total units will be
affordable, ranging from 20%-80% of AMI, with 38 units at market rate. The mix will be 122 one-bedroom, 52 two-bedroom, 13 three- and four-bedroom, with three at-grade artist live-work spaces.

On street level, the project will offer 23,000 sq. ft. of commercial space (down from 40,000 in previous plans), some of which will be dedicated to community and education purposes. The developer plans to build one level of below-grade
parking, offering 100 stalls. Eighteen surface parking spaces will be reserved for retail clients...Between the buildings will be a public “paseo.” It will run from Floral Street (an alley at about 125 East that’s accessible only from 200 South)
to State Street and align with Gallivan Avenue on the west side of State.

Pedestrians will be able to pass all the way from Edison Street (145 East) to State thanks to an existing east-west alley and the paseo.

City officials and developers will be delivering on a mixed-use, 80% affordable, two-tower project that incorporates significant public plazas and a midblock “paseo” between State Street and Edison (145 E). It will restore and repurpose a
historic house into a restaurant as part of the development’s 25,000 sf of retail space. The taller of the two towers (eight and 12 stories) will use an innovative construction technique, combining light structural steel with 10 levels of
load-bearing factory-panelized walls called the “Infinity System.”

The project’s 190 units will range from studios to 4-bdrms. 168 of those are federal tax credit units, serving people who make between 20-80% of AMI.

Construction is expected to take 24 months, aiming at a Spring 2023 opening. Here are some current photos of the site:

Well it looks like my second guess was correct. We now have the updated Moda Luxe Plans. The project will now be a 2-phase project.


The Basics:
The first phase will be the original building building with the height adjusted up from 112 feet to 136 feet tall. It will be 10 floors and will still have the originally planned 217 residential units, plus ground floor retail. With the addition of the second property, this allowed the developer to add a midblock pedestrian access between the two proposed structures between 200 East & Edison.

The developer also mentioned design changes to the original due to the State's proposed 9 floor parking garage that will consume much of the inner block's Edison Street, which is being added for the 2-floor Liquor Store. I don't know if the developers ever read or saw our prior posts on the subject or they learned from other sources, but I am soooo glad they were able to make at least some adjustments to their plans due to the State's horrid parking plans.

The second phase located on newly acquired property north of original is tentatively proposed as a 16 floor & 203 foot tall tower that will include groundfloor retail, commercial office, residential, and a rooftop pool.

All pending the approval of the newly filed Design Review allowing the additional height above 100' for midblock structures, of course.

Update, Downtown West - The Greenprint Gateway Project

The Greenprint Gateway brings a new six-story building with 150 micro and studio apartments for rent on the northeast corner of 200 S. + 600 W. It includes ground-floor retail or office space and is oriented toward 200 South.

It replaces a parking lot and car repair shop.

That’s a density of 254 units per acre within a very short walk of a TRAX and FrontRunner station. (The project would include 38 parking stalls, 19 surface and accessed off 600 West and 19 within the podium structure.)

“Given its proximity to the Old Greek Town Trax Station and the Gateway commercial development, we believe that this design will not only meet the City’s vision for this district but will also enhance the area by adding a walkable,
transit-oriented, multi-family option for City residents,” the developer wrote.

The project is now under construction.

Note: Immediately south accross the street from 'Greenprint Gateway' is the under construction 'Central Station West' , not to be confused with its newly finished neighbor on the right 'Central Station'. It's pretty common these days for the downtown area of Salt Lake City to have numerous multi-unit residential projects under construction at the same time, all within the confines of the same block and adj. blocks. This is especially true where mass transit tracks are within easy reach.

Non-profit housing developers are nearly set to begin construction on a 140-unit, five-story micro-unit apartment project at 228 W 1300 South in Salt Lake City, directly adjacent to the Ballpark (1300 South) Trax station.

Called Colony B, the $21 million building will offer 106 of its units at “deeply affordable” rates, between 25-50% AMI.

For a resident making 25% AMI, a studio (324 sf) will rent at $351/mo and 1-bdrm (520 sf) at $359. At 50% AMI, those rents are $736 (studio) and $792 (1-bdrm).

34 of the building’s units will rent at market rate.

New owners have released renderings detailing another building that will alter the capital city skyline.

The development will continue the ongoing and rapid addition of housing into Salt Lake City’s Downtown core, adding 400 apartments in a 31-story building that’s just shy of 400 feet tall...

...Hines previously has released conceptual drawings showing a 31-story tower with 300 units. The new documents submitted as a design review application for permission to build, provide many more details about what will be coming to the
100 South block of Main Street.

The apartments will include studios plus one- and two-bedroom units. Five penthouse suites will exist on the 31st floor.

40 of the new apartments will be affordable under the property transfer agreement the City Council, acting as the Redevelopment Agency Board of Directors, created in 2020. The affordable makeup includes 31 studio units,
five one-bedroom apartments, and four two-bedrooms, each with less space than their market-rate counterparts.

Affordable was defined as those making between 60-80% AMI, which in Salt Lake County would be up to between about $39,000 and $49,250...

...A new space being added, which is a park on top of a three-story parking garage and public plaza separating the new building from the Kearns Building on the south next door

It appears the park will be open to the public willing to trek up to it.

Pantages Park, whose name is an homage to the theater the building will replace, will sit on top of the parking garage that will include 261 stalls on four levels (one underground) that are accessed from 100 South or West Temple.

The park will be accessible by stairs fronting Main Street through an “open, landscaped, wide-corridor plaza.”

“The tower, and associated residential lobby entry, is also set back from Main Street (~10 ft), aiding in massing relief to the street wall and providing directional cues to pedestrian circulation towards the corridor plaza and public park,”
the developer wrote.

The corridors and park space are attempts to ensure the public is well-served and the building adds to the high walkability of Main Street at an important spot near the burgeoning Regent Street.

The 24-foot ground-floor level will have 8,400 square feet for retail, plus a lobby and leasing office.
