From what i understand the apartment building is supposed to help alleviate some of the homelessness problem with affordable units. I also don't think we can assume the market space will be forever empty.
I don't want to turn this thread into yet another argument about homelessness in Winnipeg, it's causes and effects, etc. That's been thrashed out in other threads, usually with no consensus and often with regrettable slurs and accusations being levelled at other posters.
I will remind people that this is just one phase of the market lands development. It's being done with an eye towards creating much needed housing as well as community space. It's not being hailed as a cure-all for the city's social ills, but the people involved in it's conception seem to want to contribute to the overall well being of the city.
It might not work in achieving those goals, but then again it might. I'm willing to watch it's development and see how it works out.
